Frequently older folks are being laid off before they reach full retirement age. Allowing access to their own retirement funds at an earlier age will allow them to cover the gap if they cannot find sufficient employment during this time. Some may chose to retire earlier or choose another less stressful job which would open up job opportunities for younger workers. This would cost the government nothing to implement and give people more options.
