Lower the classic car exemption years from 25 to 15 years

I wish to lower the Classic Car exemption rule from 25 to 15 years so many import enthusiasts can have the cars they so desire legally. While now, to acquire one of these vehicles they would need to invest a great amount of money to simply gamble on keeping their car
