Reduces salary of congress in hopes that this will spur them to want to create more jobs to lessen the families in poverty. Their new salary will be the average of the state (for the senate), or district (house) that the congressmen/women. The amount of terms should also be limited in the same fashion as the terms for presidency are. This is to make it so that someone could not make a career out of being a politician in D.C.
