Congress should be paid no more than the average citizen in their state. They don't need to be made wealthy by tax payers dollars.
This does many things. It forces them to work harder to improve the wages of their states and reduces a small portion of what they take from the tax payer.
Change the tax code so that congress pays taxes at their state average.
This will make them want to keep spending down to keep their own taxes down.
