To lower the cost of a postage stamp and postal rates

The rates of postage have been going up ever since this country was born in 1776. Now, the rates have been climbing higher faster than ever before. I run an online business and it getting more costly to ship out packages because I do a lot of free shipping so my customers return. So with all of your help, lets get postage cheaper again for the first time in American History!
