Lower the Cost of Tuition at Public Universities

If the American people have the right to an education, then why does it cost so much to get said education?
A public in-state university can cost as much as $25,000 a year after tuition, room and board, meal plans, and textbooks. This ends up being $100,000 after four years. This gives a hardworking, degree-holding person an enormous amount of debt, and no promise of a job. Out-of-state schools can cost even more, with numbers exceeding $40,000 a year; $160,000 for four years.
Please place a cap on the tuition rates charged to in-state and out-of-state students attending public universities. Students today are stressed enough by schoolwork; do not add financial issues to the mix.
It should not cost an arm and a leg to better one’s self through studies and education.
