In the past century the Legal Drinking Age has fluctuated between the ages 18-21. Starting at 21 with the ABC Act in 1934 then dropping to 18 for beer, while remaining 21 for liquor in 1974. Next it was raised to 19 in 1983, while finally in 1987 it was raised to 21 for all alcoholic beverages in 1987. One of the biggest arguments used in the past is if you're old enough to serve in the military, then why can't you enjoy a beer or go to a bar? The U.S. has one of the highest drinking age in the world. While an outright change to 18 isn't likely just lowering it would be a step in the right direction and have more lenient laws towards drinking once you reach adulthood.
