Lower the drinking age to 18 but uphold a strict "no tolerance" policy for those drinking and driving

I propose that we allow those who are 18 to be able to purchase and consume alcohol. We could create a system similar to those in European countries where 18 year olds can buy beer only, and can buy hard alcohol amd wine at age 21. However, to prevent young adults from injury, I propose we enforce a no tolerance policy for all ages. Any person operating a motor vehicle who has a blood alcohol level that shows that you have consumed over 1-2 beers would face steep penalties such as loss of their license, alcohol or driving education courses, fines, or even prison.
