Lower federal student loan interest rates.

Interest rates on federal student loans are absoultely extortionate. For example, the interest rate on Grad Plus loans are 7.9%. Therefore, you either need to be exceptionally smart or qualify for diversity scholarships to be able to afford going to grad school, unlesss you are fortunate enough to have others pay it for you. I propose that there be a cap, such as 4%, on federal student loans.
