lower federal tax on supplemental income (e.g. year-end bonuses for workers who make < $1mil) to promote economic growth

Every year, employees receive bonuses from their employers. This supplemental income is taxed at a much higher rate than regular income, upwards to nearly 50% of the bonus being paid out. If this bonus money is instead retained by the employees, they are more likely to spend the money on goods and services. This money promotes growth in the local and state economies. When the economic stimulus package was sent out, the money was, by and large, spent by the citizens rather than saved. So rather than asking the government to just send us a random check once in a while and label it as "stimulus money," let's ask them to lower the taxes on the bonus money we've worked for, and we'll still spend it just the same.
