This policy appears to be a compassionate and humanitarian effort to assist a distressed group whose country was recently devastated by natural disaster. However, the application requires a $515 initial filing fee and a $465 renewal fee due every 18 months, as long as the program continues. Many Haitians in the US live in poverty, do not speak English, and avoid government programs in fear of discovery and deportation.
