Lower Foreign Aid: Why is Foreign Aid not cut instead of domestic programs being cut?

Foreign Aid should be cut before any Domestic Programs are cut.
Foreign Aid should be on an individual country, not a total fund. When a country attacks America, either by force or speech, their foreign aid should be deleted.
