Lower the interest rates on all current and future student loans to the current Federal Discount Rate of 0.75%

Individuals that borrowed money on Federally insured student loans are paying rates of up to 6.8% and have no ability to refinance these loans at current market rates under the same terms. Since banks are permitted to borrow money at 0.75% for their own private gain, why shouldn't current and recent students be able to do the same?
