Almost all teenagers drink illegally, at least once and go to great lengths to get alcohol... We could make the legal age to consume alcohol to 16 to avoid these issues... While legalizing the age to 16 has it's ups and downs, it could make getting alcohol much less dangerous for under aged citizens...
