Lower the minimum age to purchase and consume beer and wine to 19.

The national minimum age to consume and purchase beer and wine specifically should be lowered to age 19. At that age, young adults won't be in high school and most are in college. Young adults can vote, serve in the military, buy a house or car, get married, get charged as an adult in court, and even start a business; yet they are not allowed to buy or drink a beer. Highway funds should not be lost if the states provide education programs that don't forbid drinking; but educate young adults how to drink responsibly. Binge drinking and alcohol poisoning are results of young adults who don't know how to drink responsibly. If the age was lowered, adults can know their limits when it comes to drinking.
