Lower the Minimum Legal Drinking Age to the age of 19.

I am petitioning for the Government of the United States of America to join the rest of the world: Lower our unjust and unrealistic drinking age to the much more reasonable and sensible age of 19. Just as the 11th Court of Appeals ruled on 8/12/2011 that forcing every citizen to purchase a healthcare plan (Under the unamended Affordable Care Act) or else face massive amounts of fines was unconstitutional, the National Minimum Drinking Age Act of 1984 should also be rules as unconstitutional, as it outrageously infringed upon each states rights by forcing them to raise their drinking age to 21 or else lose 10% of their highly important and required Highway Funds, which is used to rebuild damaged or failing infrastructure. Is this not the same concept of unconstitutional arbitrary law?
