Lower the number of signatures required for response from 100,000 in 30 days to 60,000 in 30 days or 100,000 in 60 days

The standard set for petition requirements currently stands at 100,00 signatures required in 30 days for a response from the government. This has proven too high over recent years as many valid petitions go unanswered because of an arbitrary number. There is nothing wrong with using an arbitrary number, but that number can and should be changed to 60,000 in 30 days or 100,000 in 60 days.
