Lower the signature requirement for a response from the administration. Continually raising the requirement indicates an effort to listen to and take seriously fewer and fewer people. If you wish for "we the people" petitions to be meaningful you must make it possible for the petitions that people create to be heard and for people to know they are heard. The harder it is to get a response the fewer people will feel that they have any voice here.
