Lower student loan interest rates &allow graduates w/ loans to refinance to less than 6.8% regardless of graduation date

Recent legislation to lower student loan interest rates only affect new students or students who have recently graduated. This leaves out many who have graduated and are strapped by high interest rates of 6.8% or more with no options for refinancing. These high rates lead to student loan payments the size of mortgage payments with almost nothing going to principal.
