Lower tobacco consumption age, and raise the tobacco tax

This is to lower the tobacco consumption age to 16 to expand the consumption of the product, and along with this raise the tax on tobacco to increase government funding. By lowering the age of tobacco consumption it will also lower the amount of persons illegally purchasing the substance for minors.
