Fire arm ownership should be delegated through a system of annual mental examinations and thorough background checks and weapon registrations. Children should be more thoroughly educated regarding guns from an age where they will understand they are not toys by teen ages. Police and firearm carrying/owning individuals should cooperate more in keeping the streets safe from domestic criminal threats or otherwise. Civilians should discourage any private gun trade conducted without background checks.
