TARP has not been used as Congress intended to help families keep their homes. 1) Continue ensuring stability and liquidity in the marketplace for new mortgages and refinancing, 2) Increase homeowner eligibility from $729,000 to $1,500,000 in consideration of a sustained rise in property values, and higher property values in high cost of living areas; 3) direct TARP recipients of to execute congressional intent by extending mortgage assistance to those who seek it; 4) direct Treasury to increase oversight of indiscriminate use of max Risk Premiums and reduce NPV errors that disqualify otherwise qualified applicant. Focus will benefit homeowners, neighborhoods, and taxpayers.
