If failing to adjust the debt ceiling so that the faith and good credit of the United States is jeopardized, debts, already incurred, must be paid with existing funds on a prioritized basis to prevent further downgrade of the credit rating of the Country.
First priority for nonpayment is to be levied on the people most directly responsible for the crisis; Congress, both the House of Representatives and Senate, their staff members and office-help, are to be the first to fail to be paid, when and if the Government begins to exhaust its existing funds and prioritization must be incurred.
