Majorly over haul America's public transportation systems, with emphasis on cross-country bullet and high speed trains

Create a large scale public works style overhaul of public transportation in and between cities, using Japan and China's more efficient and effective bullet and high speed trains as models. This will help decrease traffic flow and vehicle emissions, as well as allow further connections to different cities across the country.
