Carmelo Mercado was a 9/11 first responder and forced to retire after he developed health problems relating to his efforts at Ground Zero. He just won $5 million dollars in the New York lottery and I would like to see a 9/11 First Responder Lottery Tax Exemption that would allow his winnings to be tax free.
