Make the act of not hiring and not allowing in the us army because of tattoos unconstitutional due to discrimination

This bill is made for jobs and us armed services who discriminate on people who have multiple tattoos unconstitutional. if they can't discriminate on racial, ethnic, national,religious minorities,women and sexual preference. i believe tattoos are a cultural thing also could be religious there fore that breaks the civil rights act.
