The Affordable Care Act needs more healthy people to sign up. A reason for high costs is not enough healthy people are signing up as they should.
I suggest an incentive based reform for those who participate in a healthy lifestyle and for those that are improving upon their own unhealthy habits.
Incentives could either be through subsidies or discounts for those who make changes that improve upon their health. Doctors provide this documentation to insurance providers already so it would be easy to track improvement in health.
Not only would this help to get healthy people signing up, it would be a way to promote national health by attacking obesity and heart disease and promoting healthy lifestyles.
This is an opportunity to use the ACA to cure preventable diseases and improve health
