Make a national law that requires all animal shelters to immediately cease the needless and mass killing of dogs and cats. If an animal is deathly ill, it is understandable to relieve them of their pain. But otherwise, there is no need to kill them. Even if an animal is aggressive, they can be kept in quarantine. Stop this mass murdering.
