College education will be funded completely by existing endowments and tax dollars. All student loans that have been initiated in the last 75 years will be forgiven and refunded. All US Citizen students will be accepted at the college or university of their choice without exception and it will be unlawful to refuse them admittance. It will be necessary for the student to have a high school diploma or GED to participate. However, free college prep programs will be made available to those US Citizens who want to attend college or university but who have not yet attained a high school diploma or GED. The nation will benefit as a more skilled workforce is created. The citizens will constantly be upgrading their qualifications to help build a stronger economy.
