make all elected fed government officials ineligible for re-election when the deficit exceeds 3% of the federal budget.

All elected government officials would not be able to seek re-election for 6 years after any year in which the deficit exceeds 3% if the federal budget. If a budget is not passed, they would not be able to seek re-election for 6 years after that same year.
