Monetary fines act as a deterrent to unwanted behavior. Yet for the very wealthy, fines are often trivial in comparison to their net income or worth. And for the very poor, even small fines for very minor offenses may be impossible to repay.
Finland has adopted a system of progressive traffic fines: the greater one's net taxable income, the greater the traffic ticket. Generalizing broadly, the very rich are just as deterred from speeding and running red lights as the very poor.
Please consider bringing this practice to our federal government for ALL punitive fines (and while we're at it, for fees, too). Properly balanced, the government should see no reduction in revenue, while lifting the regressive burden off our poorest citizens, and increasing the deterrent felt by our richest.
