Make ALL Laws apply to ALL people.

That No law shall be enforced on any part of the population that is not applied equally to All people.
Congress, senate, and the President in no way shape or form shall be exempt form any law they enact, that anyone else will have to live by.
No exemptions from insider trading. no separate insurance. If it is good enough for the rest of us, then it is good enough for them.
I would also add that that public office cannot be used for personal gain.
no more inside information, being used to get rich, at the expense of the people. How can someone legislate in the best interest of the people if they stand to make a personal profit if the law benefits them one way and not the other.
