In the construction of bills, self-reference is utilized heavily, referring to subsections. By using "bluelink" technology, such as that incorporated in prominent wikis, this method of cross referencing would be made less arcane due to the ability to check referenced subsections more easily.

Here, § 162.920 would be a link, allowing the reader to open a new tab in order to find the language being referenced.
