make ALL maternity, maternal, and paternal leave PAID leave.

Other countries, such as Sweden, PAY new parents on their leave. Here in America, becoming a parent is treated as a disability. Unless your job allows it, parents are unable to take paid leave. FMLA does not require paid leave, and is only able to be put into effect by the employee after being at the same lob for one year or more. If you can't afford to take unpaid leave and you have no vacation time - you've got no choice. Mothers are forced to go right back to work after just getting out of the hospital solely because she can't afford to lose the pay. Fathers miss the birth of their child because they can't afford to take the day off work, and their employer threatens to fire them if they leave the job early. Becoming a parent - no matter how many times - is NOT a disability.
