Per IRS publication 502, "For years beginning after December 31, 2012, you may deduct only the amount by which your total medical expenses exceed 10% of your adjusted gross income."

Make all medical expenses currently eligible under IRS rules listed in publication 502 deductible. Remove the rule that only allows itemized deduction for expenses that exceed 10% of adjusted gross income.
