Make all military pay exempt from federal income tax.

Making military pay exempt from federal income tax would, in effect, provide the largest raise in US history to military members without adding funds to the DoD's budget. An income tax exemption would also be a powerful recruitment and retention tool in a time when the military is competing directly with the private sector more than ever. The DoD is under pressure to provide raises to it's member and to also contain it's budget. This would seem to provide an answer to both.
