Many new drivers today, especially under the age of 25, obtain a license despite not really knowing how to drive safely. They don't know how to perform emergency braking, recover from a skid, drive safely at night, deal with rain, or parallel park. Many do not understand the risks of distracted driving (texting). All states should require newly licensed drivers in the US to take a driver safety course and prove in the driving test that they really know how to drive safely in all conditions, under pain of those states losing their Federal highway money.
