Make all on public assistance pass random drug tests & work community svc for the help they receive if they have no job.

If hard-working taxpayers must subject themselves to random testing, this should apply to anyone receiving welfare. I have been there with my family and was thankful. Now I work and prove my merits, but am still subject to testing anytime.
I believe that sober unemployed people will have more incentive and motivation to look for work, for a paycheck. You have a lot of bumps on couches, who could contribute if rightly motivated.
As long as they are out of work, they should need to put in time performing community services as pay for the food stamps, housing, cash, etc.
Child care should be available by voucher for those who work. In fact, all who work low income/no income. It is hard to think that we bring kids into the world who will essentially be raised by strangers lest we are rich.
