Make all vehicles that enter the US be smogged in the US or deny entry.

After crossing back into the US and noticing the high pollution (from car exhaust) above the border crossing. I would like to see a federal requirement that prevents vehicles from entering the US unless all cars pass the California smog requirements. These vehicles should also be required to be smogged in the US and not mexico to bring more income into the US.
