Put an end to budgets only increasing due to current budget regulations. '0-based budgets' create a way in which financial transparency and accountability is required on a yearly basis in order to receive funding from the citizens of the United States of America via the Federal Budget. They also allow for yearly budgets to raise and lower according to verifiable need; and also introduce accountability on expenditures within each funded agency or organization.
