Make amendments to the current INA to allow relatives of U.S. Citizens obstacle-free travel to the U.S. for short stays.

Section 214(b) of the INA is the most common basis for denying a nonimmigrant visa. It stipulates that every applicant “shall be presumed to be an immigrant until he or she establishes to the satisfaction of the consular officer, at the time of application for a visa, . . . that he or she is entitled to a nonimmigrant status." I believe that the current INA should be amended to allow relatives of U.S. citizens the opportunity to visit their family members in the U.S. for short periods of time without any obstacles. So, for example, if I as a U.S. citizen invite my brother who lives in Ukraine to visit me in the U.S. for 1 month, he should be granted a visitor visa if his background check is OK. This would be a great benefit to a lot of people as well as to the U.S. economy.
