This would not prevent what happened in CT, but would help with the violence we are facing on a daily basis.
You can own as many guns as you want, but for each gun you must pay a license fee of $250.00 per year. You must renew that license fee and re-register that gun each year just as you have to pay your license fee for each car you own.
You set up a national database which would be constantly updated and if a gun is used in a crime you go back to the registered owner and if they have not renewed their license their is a fine and/or jail time.
You own 4 guns, fine that's $1,000 in new license fees each year. You have to fill out new paperwork each year, make an appointment to renew the license like you do at the DMV for your auto.
You can own a gun, you just have to pay to own a gun.
