Make AMERICAN disability Act less abusive to small business owners in the US

Many lawyers are abusing ADA to blackmail small business owners in the US. There are thousands lawsuits filed every year against small business owners without giving them enough time to correct their minor ADA violations. The lawsuits often results thousands of dollar or more settlement out of court. Many small business owners had to close their business because of the lawsuit. I hope president Obama to revise ADA so that if a person complains about violation. He needs to complain to city building department first. If the violation is not corrected within 6 months, then he can file a lawsuit in court. This way, we can ensure ADA is enacted correctly and less abusive to small business owners.
