Amtrak is a necessary and important part of the USA's infrastructure. When Congress founded it as for-profit corporation, the guaranteed that it would never have enough funding to provide world-class train service.
By making Amtrak a non-profit, this would allow it to fulfill its mission of safe, cost effective, timely train service to the Nation and the citizens it serves.
