Currently animal cruelty varies state by state. Some states it's only a misdemeanor with a small fine and an anger management class. Some states a 2nd conviction for animal cruelty is a fine and 6 months in jail. This does not work to deter most of these inhumane people. They get out of jail and they do it all over again. If there is money to be made like with dog fighting, cock fighting, animal snuff films, etc. these criminals do their 6 months and get out and continue. Anger management classes are a joke.
Make the penalties much stiffer for animal cruelty and I know it will put a big dent in the profitability of these crimes. We have to speak up for those who cannot speak for themselves. Thank you.
