Just as their is a sex offender list, there should be an animal offender list. This list would put known animal abusers on a public list to prevent the named persons from buying or selling any animal of any kind and to update their whereabouts every so often.This list would also notify future employers of those past actions. The requirements also should state that the named persons notify persons they live by and employers that they have a criminal background.
