Any and all government operated and 501c3 tax exempt animal shelters, pounds, or animal wardens offices must fully disclose all circumstances which euthanasia of animals is practiced. This will include circumstances of overcrowding and curable medical conditions along with incurable medical condition and threats to public safety. Also make illegal the use of the word "humane" in the name of any above mentioned establishments, regardless of operating body or tax status to any which uses practices of euthanasia practices on animals in circumstances of overcrowding and curable medical conditions. This law will apply to any establishment designated an animal shelter, pound, or animal wardens office regardless of past, present, or future status of operating body, name, and tax status.
