The full ban on assault rifles would mean making them illegal. They are not weapons needed by any civilian for any reason. A full recall should be instated and enforced; consisting of officers going door to door with a list of serial numbers to retain the weapons, any resisting of the gun owners would result in arrest. Reimbursing owners for their weapons would be needed.
A hair drug test, a doctors check up and mental test, a full background check, an all day gun class and test, will all be required when being able to buy a gun. All the information must be presented to a judge along with a reason why one wants to own a weapon. These items must be done/renewed every year as the gun must be checked in every year. At least.
