The President has promised to make his administration the most transparent in history. Presidential memorandums have the force of but unlike executive orders do not have to publicly published. A president who has promised changes that would benefit everyone and to make all his actions transparent should have no problems reveling all his actions to all the people especially those that can be considered laws.
