These positions should be about the privilege of serving and representing the public's position and they currently provide rich folks a means to get richer. Being voluntary will ensure that the members of Congress are there solely for the purpose of serving their voting populace.
To further ensure that we're being openly and honestly represented for the good of the country, make all payments received a matter of public record and track lobbying efforts. Government positions of power should not be a means to line pockets.
